Project Description:
After multiple unsuccessful studies, The City of Lynnwood selected the Mackenzie | KMB team to program, master plan, design, and oversee the bidding and construction of a new Criminal Justice Center. The needs assessment resulted in a defined 30 year need for a 20,744 square foot Municipal Court, 29,971 SF 100-bed Jail, 41,496 SF Police Headquarters, and a 13,310 SF Community Recovery Center. KMB led the Municipal Court and Jail programming, planning, and design efforts, and collaborated on the Police and overall design with Mackenzie. Move management and phasing of this project has been key since the beginning of the programming phase. The decision to demolish the existing jail and use the available site area to build a more efficient new jail and 3-story Police Department tower was the key to the blocking, stacking, and site design solution. Upon completion of the new Police facility, the Municipal Courts renovation of the existing Police building will occur. Site restriction required the use of a structured stormwater detention facility integral to the parking structure. The 40,000+ SF Police Department incorporates a 2-bay vehicle investigation & inspection garage, evidence processing, and evidence storage facility. Housing a full-service law enforcement facility, the building includes Police administration, community resources, investigations, patrol, a community room that doubles as a defensive tactics training room, a fitness center, and a K-9 unit. The parking garage provides a covered patrol ready line and a covered and secured in-custody transfer and transport bay.
