KMB was selected as the School District’s Owner’s Representative to oversee the design and construction for the replacement of Carter Lake Elementary School on Joint Base Lewis/McChord. This project was part of a federally funded program to modernize or replace 1950-1960s vintage schools on military installations across the country. The project received state funding assistance from OSPI through the “new in lieu” D-form process. The new school is located on the same site as the existing building and required multi-phased construction to maintain operation and occupancy of the existing building as the new facility was being built. The project received approval from the Capital Projects Advisory Review Board to utilize the GC/CM alternative construction delivery method. Which enabled KMB to work directly with the selected contractor and design team outlining a project phasing plan, logistics plan, and negotiate the guaranteed price for the project.
